Take it to a detail shop and let them look at it. If the scratches aren't too deep and if he didn't get into the base coat, a detail shop may be able to compound, polish and wax the cover. If the scratches cut to deely into the clear coat/ base coat the only thing that you can do is repaint.
FYI the best method that I have found to remove bugs from a bumper cover is to soak it with Mequiar's Quick Detailer and let it set for a minuter or two. Then wipe it down with a thick nap terry towl or wash cloth. Keep repeating this until all of the residue is gone. If you let bug guts sit on the paint to long, the acids in their remains etches into the paint and there is nothing you can do except repaint. I bought a used '98
Stang years ago and bug guts had eaten up the paint of the bumper cover. Cost $300 to have it repainted.
