i have 03 dsg gt and the hood paint chips real easy and is starting to peel, would it be better to touch up or repaint

Take it to a body shop for evaluation, could be a clearcoat bonding problem. If the basecoat is not damaged, a good wet sand and a new coat of clear might do the trick, but better take it to a professional.

You didn't by chance remove the heat shield from under the hood, did you? It sounds like the paint is breaking down due to the effect of heat from the engine. You'll probably want to strip the entire hood and repaint. A body shop would know better. Good luck.
