Depends on how deep into the metal it got, if its surface rust it could be sanded and rust inhibitor applied.
If it went deep the best thing to do is to replace part or the whole panel, else the rust will spread like cancer no matter what you do.

I'm quessing you just have faded paint but you were not specific enough with details. Simply put if your paint is faded ,depending on the color to a point, you may be able to buff the car by hand or high speed buffer. If this is new to you be very careful at edges in the body because you could burn the paint. Ifyou are worried about doing that use 3/4" quality masking tape to cover corners and hand rub them later after you are done with the machine and remove the tape. (I like 3m products ) talk to your local paint supplier for help If you have c clear coat that is greying and pealing, usually on burgundy colors, You are looking at a ton of work to fix and a repaint would be easier.

yea use a clay bar might get alot of oxidation out. Or wetsand and buff it out like the other guy said go get some rubbing compound. Spend your money and get 3M products they are worth it. There extra cut rubbing compound great that stuff can cut out 1200 grit marks like its nothing. Good luck

First thing you need to understand is what oxidation is. Tae a look at your skin during the cold dry months, and you notice a flaking, and/or dry appearance. this is identical to what your car surface goes through, however you cars "skin" does not rejuvinate. So its up to you to protect it properly, from the get go.
Paint cleaners, in conjunction with a clay bar, are products designed to remove such naturally occuring defects in your paint. This would without a doubt, be your first step in rejuvination.
Step 2, or in leiu of step one, would be to use a polish, which contains abrasives, (very minute, and in different levels of abrasiveness) to abrade away the dead paint (skin cells). This can be done by hand or PC (Porter Cable Random Orbital Polisher) Better results are obviously obtained with this machine.
Step 3, would be to seal what you have just rejuvinated. A couple of options are available. Carnauba, which povides natural protection, for several weks, or a polymer, which will yield identical looks, but for about 3 times as long.....
By no means should you attempt using a "compound" or wet sanding techniques.....always start with the least aggressive method, and achieve results through levels of satisfaction.
