[IGOTA50]

I have an 87 GT hatch that I am restoring. The car has 48k on it and has been sitting the last 10 years in a garage. I have pretty much ripped everything out of it and I was going to send it to get media blasted. I am no longer going to do that considering the only rust on the car is spotty surface rust under the car that comes off with steal wool. My question is:

Will the use of a rust modifier and an under coat prevent further rust under the car, or is there a better solution?
