Default Underdash Panel Removal

So I am trying to remove the panel under my steering column the other day and I got the 3 bolts on the bottom out, one on the top and then the second one on the top just spins! I have a 90 LX. The bolt I am trying to get out is the one that holds the gauge brezel and the metal knee plate to the dash. What is behind it to hold it in and how can I get it out!

There is a clip on the back side called a u-clip. The clips sometimes break in half and spin. The screw turns and the clip just spins with it. You need to get behind it and hold it with a flat head screwdriver or pliers. Then turn the screw out while holding the clip. You will need a new clip when done.

Be careful messing with that stuff. My guage cluster flaps now because the plastic adaptors on the top have broken and so have the adapters from the dash to the guage cluster and it sucks. My dash is not up as well as it was before neither. Just be careful, that stuff is a pain. I hate heater Cores.
