So I have a white mustang, and just bought some draglites for it... I want the rims black.. that way it doesnt look like every other mustang with the draglites... I dont know which looks/lasts/is better... painting the rim or getting it powder coated? if anyone knows anything about the two - please help me out.. Thanks
Depending on the color of the rest of your car, you could use that Duplicolor paint which looks like anodizing.

Waiting to go on: Granatelli lower control arms, and GT40 Iron heads!
I painted my wheels( seen in my photo gallery) and they looked sharp for a while until the paint started to chip from road crap. I am going with powdercoat this next time around. A little more costly but it lasts longer and looks bettewr in my opinion. I would def. use photoshop first just to get an idea of the look you want.

do what you want, draglites are overdone and they look worse when not chrome.
As for your question, they are chrome, you will need to strip them, then powdercoat them (last longer), scrape the coating off, re-weld them, then cover up the welds...
