1994 Mustang Cobra, Any ideas for mounting front license plate?

So, I have finally decided to ship my mustang to Germany (The air force is actually paying for it!)

The problem is, German law requires a front license plate. I am wondering if I just drill the holes, will I be able to fill them in with some sort of compound after I move back to the states? How will it look after I do so?

Or should I just try and be creative and mount it between the bottom of the front fender and the actual bumper?

You should be able to fill them back in when getting rid of the bracket, then sand them down, paint, and you wouldn't know the difference.

that seems like a ton of work though...I am trying to avoid all of that.

any other ideas?
