does it make a difference if i use the whole kit vs just the filter? i live in california and i want to stay legal. i know bbk does not make anything legal in CA. what about K&N or other brands?

cai adds more power if you got a tune on it.

a filter is just reuseable.

A K&N filter will flow more CFM's than a stock filter which will usually produce minimal gains, depending on what your have and your setup. the CAI will produce the bigger gains though. I think the K&N CAI is emissions legal.

The short answer is, "Because California is dumb." I can't quote chapter and verse, but they have very stringent emissions standards.

and you have to have your Air Freshener licensed in CA

yeah my buddy has a 97 cobra and he had a bbk CAI and it didnt pass smog because of it. at least thats what he said.

You may want to check with JLT Performance and see if they can tell you anything about whether or not their kits are accepted in CA. they make CAI and RAI kits. As far as perormance, their kits provide gains across the entire RPM range.
