Default JLT Ram air or Cold air intake on 1999 Mustang Cobra?

hey i just got a 1999 cobra with 11,000 miles on it and i want to put in an Jlt intake. i wasnt sure with to go with the RAI or CAI. Im also afraid of suckin up water with the cold air,and i live in new jersey so theres not any crazy rain or anything. I also want to if its worth it to spend the extra cash on the CAI, cause im also saving up for an full exaust system. And is it a must to get a tuner if i get one of these intakes?

I have an 01 Cobra and just ordered the CAI. Suppose to get more power and cooler air of coarse.
Was told not to worry about a programmer yet by a few ppl. I think the stock setting is a bit rich from factory so should be safe. When I bolt on the full exhaust and change the TB then I will get a SCT X3.
Doing all this in next month I'll keep ya posted!

I had my JLT on and had no problems, I then added a UPR O/R X and a magna flow exhaust and drove it with no problems. Then i added a 2.76 pulley and idlers and got a tuner and had it tuned.
I live in Central IL and have driven in down pours with no worries, other than the fact that i am in a down pour and in my cobra and pizzed i have 3 hrs plus of detailing the car when i get home haha.
