What Randy is saying is exactly that...the carbon has outlived it's usefulness. The carbon can only "soak up" so much regarding fumes. Same thing as the carbon you would use in an aquarium filter. It gets to the point that it gets saturated (filled up) with the fumes, so it can no longer remove the fumes and function properly...thus, it's used up and would have to be replaced.
I have no clue if you can even replace the carbon in those canisters, but it's possible the carbon is no good any longer.
