I just recently had (dealer installed) on my 03 cobra ,the 2.8 pulley kit,steeda cold air kit,tensioner,x3 tune, new heat exchanger.
All looks good ,but I dont feel the expected HP difference at all.
What could be wrong?
what is the 2.8? How much more boost was it supposed to deliver?

That's strange cause the pulley, cai and tune should have added a good amount of rwhp and def be felt. I would relook at the Xcal tune. A dyno would help to see where you are at and if your pushing the right, round about rwhp.

Find someone in your area who is a Pro tuning Supercharged Cobras with SCT software, the dealership? haha!
Make sure your belt isn't slipping and has the right tension. I see your in South FLA. I'm not sure who is down your way? I usually don't recommend mail order tunes but one guy I know Rick from Amazon Tuning is a guru with 03-04 Cobras and his Rep is Top Notch. You can send him a list of the Mods you've done and he'll create a custom tune and send it to you, then you either take it to a dyno or datalog yourself and send the results back to him and he'll do a final tweaking and send a revised Tune to squeeze every HP he can get for you. From stock to pulley, cai, exhaust? This should have been a major kick in the pants. Thats a good 100hp or more. Def take it to a rep. tuner or as Brutal said, go that route. My combo for example (same as yours plus bassani x-pipe) went from 380rwhp to 455rwhp. So yeah, something is def. a missing !!
You will differently need to have it dynotuned. You will see a difference. Everything is their. It should not cost over 135.00 to finish off what you have had done. Your fuel and timing will more than likely be off. A dyno tune will fix you right. You will smile all the way home. Do not drive the car until you have the dyno tune done. You may ask for big time trouble. A disaster waiting to happen. The dyno tune will give you the numbers you seek to what you had done. Then peace of mind and a safe car to drive. The tuner will tell you what is wrong on the first pull and he will make changes on the second and third pull. Get it done. LOL

Yeah, the tuner can check the mass air and fuel ratios in real time...probably needs a tweek...have any 03 cobra guys seen the need for larger injectors/fuel pump/mass air when going to higher boost?

at 12-13 psi - I was running close to running out of fuel. I put on a SCT mass air and it gave me plenty of room for future mods and it dropped the fuel % back down for a safe tune. Anything above this amount of boost, start thinking about changing pumps/injectors and possibly the mass air depending on your results.

Looks like you have the same mods that I have,my car runs great no misses,maybe I am not putting the rpms to it? I tend to baby it, at what rpm should the rwhp kick in?

I was getting some higher RPM loss/cutout, so yeah not to push my luck with detonation, new 60lb injectors, 90mm SCT mass air, a new255lph fuel pump and colder spark plugs to be added next week...that should feed the need for speed better..I do work with a tuner who specializes in blown cobras...worth their weight in gold if you can find a good one
