try using a higher amp fuse and see if that works. if it still blows you need to check the wiring on everything associated with the problem

There's a reason a fuse is in a link, something is wrong..duh, check the ground

haha... wow, 20 amps is a lot running through wiring, i wonder if it blows that fuse, what will happen to the wiring when you put a bigger one in there...? remember if you let the magic smoke out of a wire, its damned impossible to get it back in... lmao if you have one of those hand held spotlights (you can get one for about 10 bucks) cut the ends off of the cig lighter plug and connect two spade connectors, plug it into each side of the fuse terminal with the fuse out, if the light comes on, you know its a short to ground on the power side, also if its an intermittened fault, you can wiggle the wire harness until the light comes on and you know about where the short is located,... no the light will not blow up, there is enough resistance in the high candlepowered bulb so that it lights, but will not blow like a fuse. this light and a wiggle test will probably be the best mothod without investing in a short finder. good luck to you, these bugs can be hard to find sometimes.
