Default Repairing a flooded 94 cobra

Hi, I bought a 1994 cobra with 40k miles on it but it has been in a flood, I have the electrical about straightened out but I have been putting off the engine because it is stuck and the clutch does not apear to be working, the question is can the clutch be stuck inside and if the clutch is stuck will that lock the engine down, Thanks
