Have you checked all the vacuum lines? they can cause bad surging. Also have you tried cleaning your MAF and IAC?

yes to all your questions. I've even pluged them off at the manifold to check hoses. I've been told now that this is a problem with 94-95 PCM's they hate cam changes. So it's spend another grand to fix or pick stock cam back in. Will probably do the later. Thanks for your input

Have you had a chip burned for your car? My dad (GTS 5.7) has a 95 GT with cobra intake, f303 cam, AFR 165s, 30lb injectors, 73 mm pro-m MAF, 70mm TB, and all the bolt-ons. Got a chip burned and doesnt have problems.

Your cam does not have enough lobe separation. You need one of these:

Product Details
Steeda proudly offers the #19 Cam, similar to the popular #18 Cam, but with a slightly wider lobe separation angle for better vacuum at idle which is required by the more sensitive 94-95 Mustang processor. This cam features a split pattern which favors the exhaust side, and a wide 115° lobe separation for low overlap, making it an excellent choice for supercharged engines.

Recommended RPM Range 2300 to 6000
Steeda #19 Camshaft - '85-'93
