Traction control won't turn off, 1999 Mustang

I have a 1999 Cobra that I can't take the traction control off. Where should I start fixing the problem.

OK Navy, what exactly do you mean when you say that? Do you have a traction control switch on the dash or console and does the switch not work or does it seem to work and no response from the PCM? A little more detail if you please.

Yes I have a on/off swith on the console. I can push it to switch it off but the off light wont come on. See its stuck on the on position and I can't do a burnout. But when I tried to spin the tires the switch automatically popped off and said that it was off. After it said that it was off I tried to spin them again and you can tell that it was never off.

If nothing else, you can turn it off with a programmer...
