Default New owner questions

I recently purchased an 02 Mustang Convertible, torch red with black top, leather interior, 3.8L, V6. AT. Beautiful looking ride. everything at this point is stock. I have a couple questions I need your help and opinion with.
First is a question
1. I have a whinning sound when cruising at around 40-50mph. just cruising I hear this whinning sound coming from under the hood. This sounds goes away if I let off the accelerator or if I get into it. I am not a big fan of extra noise and not sure what this is. If traveling on a 2 lane road and just cruising along I hear this whinning kind of sound. again if I let off the gas it stops or if I lay into it I can't hear it. I would appreciate an opinion as to what this might be and how to get rid of it.
Question # 2
This question pertains to the horsepower chips you see for sale on the internet and all over ebay ( gorilla chip, etc). I don't like the amount of power I have with this 3.8L when pulling out to pass on a two lane road. Lets say we are starting at around 50-60 MPH and need to pass. I don't seem to have alot of extra power to make this move. Atleast not as much as I would like and definatley not as much as my wife's Toyota Highlander. When I accelerate her vehicle at these speeds I can get up and go right past whomever I am trying to pass. With my Mustang, trying to pass at this speed appears sluggish and takes a long time and distance. I am not sure if it is the lack of horsepower, or weight of my convertible or what. I travel this 2 lane road for about 30 miles between my house and Tucson and would like to make this passing experience more enjoyable in my mustang if these Chips work. I got a terrific deal on my Mustang and switching to a 5.0L engine or Cobra is out of the question. Any experience or opinions regarding these chips would be appreciated.
I love my Mustang and the way she looks. I bought her right and have no intentions of trading her in for a 5L or anything else. I would just like to address these two issues.
Any truthful information regarding these two issues would surely be appreciated.

Stay away from most of the performance chips/modules on ebay. They are usually just a small chip/resistor that tricks the engine into thinking its always cold outside and isn't good for it. The right way is to buy a tuner from SCT or Diablosport and have a custom tune made.

The first thing that should be changed is the intake for better performance.

As far as the noise goes I have no clue what it could be, it's really hard to determine what could be causing the noise w/o being able to hear it yourself.

But for questions #2, the e-bay chips, as already stated, are junk; SCT and Diablosports are the best you will find. If you want a little more pick-up on a highway cruiser I would suggest a dual exhaust, intake, under drive pullies, and then the tuner. If you did the exhaust right and tuned it you could get maybe 20 rwhp, which will make passing much simpler

Edit: If forgot to add in, with those mods you can also get 3-4 mpg better fuel economy

if u wanna move off the line quicker, gears are fun, there are many choices, 3.55, 3.75 and 4.10, but they tend to reduce gasm ileage, and u have to get something switched around to work
