Question Budgeted Project Questions

Ok so I've had my car for about a year now and this summer I promised myself I would do some stuff to it. I am getting rims, tires, want it lowered, and don’t know if I should do shocks/struts and also want to put on a cobra front bumper. I have some stuff figured out but not others, I am a university student and this is a budgeted project. If you guys can provide some feedback that would be awesome! Here is the list and questions.

Rims: 18X9/10 Black FR500's with 285 in the back and 265 up front.
Lowering:
  1. I want a 1.75" drop in the front and 1.5" in the back. Therefore what springs should I go with?
  2. I hear H&R and steeda will give me that, is this true?
  3. What about the stuff on eBay: Like the dropzone or Gabriel
  4. Will I need caster/camber plates for this drop, keeping in mind the tires I am putting on?
  5. I have a 100K Km on the car, should I change the shocks/struts?
Cobra Front Bumper:
  1. Will the cobra bumper be a direct fit on 2002 3.8L?
  2. Other than eBay and junkyards are there any other places that sells them? (In Canada?)
Maintenance/Power:
  1. Does Seafoam really work?
  2. I have custom duals with flowmaster 40's and CAI. How can I get about 20rwhp more? Through bolt ons and tune? If so like what?
  3. Will new spark plugs and wires help?
Sorry it seems kind of long, but I thought I would just get it out there at once. I have read a lot of posts/opinions on this stuff but I just want to confirm all this before I start it on MY PONY. Thoughts suggestions advices are all welcome. Thanks in advance.

Okay, well, the 18's are really gonna slow you down. If you drop your car that much you need other parts. Bump steer kit and offset rack bushings. Changing out shocks/struts would be fine, but your gonna wish you had some play in the car after you install the rims and drop it. It will ride like a tank over bumps. The Cobra bumpers will fit just fine as long as they are 99+......

Netting 20rwhp will be lost with the tires and rims. It is rotational mass that will be killing you. A tuner would help, but you need to figure out what is more important, speed or looks.......

So with 18" without getting the bushings and CC plates what kind of a drop can I achieve and with what type of springs? I don't want a low drop I just want to minimize the wheel well gap thats it. I still want to have about a 1-2 finger gap from tire to wheel well.
