why would you go with a tuner vs. a chip?

Tuner.

Tuners give you more options and let you change as you mod your car. Some also have diagnostic capabilities. Chips are usually cheaper but in my experieince not as good. Especially the kind they mail to you based on the mods you have. Just my $.02

I personally have the SCT XCal3 and I love it. You can change stuff easily as more mods are done to your car and you can get custom tunes made.

I would go with Tuner.
