The flows will only give ya maybe like 5 wrhp. And those are just taller gears, making the car accelerate quicker and puts ya into your power band faster. The only downside to them ya may lose bout 2-3mpg (depending on how you dirve) and top end speed might be cut a lil, but i think they are one of the best mods ya can do.

If you can install gears yourself, they can run as cheap as you can find the gears (I have seen sales for as low as $130) and an install kit (my preferred shim kit was about $30 the last time I ordered one). A couple notes to take or leave. One, do a t-loc at the same time. It is the same type of install and why pay for it twice. I don't mess with gears in my own cars, but I will be doing a t-loc. Second, depending on miles you night want to consider getting a rebuild kit for the rear while you're at it. It is an excellent opportunity to fix a whining axle or diff. bearing or leaking seal. If you go with both of these you could get the new diff bearings pressed on prior to install, and then if a small shop is doing the install they may let you do the axles yourself and save even more. The real skill is in setting the depth and lash and reading the pattern. If you don't know about those, DON'T try it on your own. I have no idea what a shop charges for this. I've heard $150+. I did a set a couple days ago on a truck (see pic) and got a free lunch for it, but I don't do it often enough to be an expert, just proficient. Even a close install would be better than what he brought me and he needed to get this thing going for work.
On the exhaust, sorry you don't live closer. I have a Mac cat-h and cat back as well as a set of headers installed by the last owner. I don't have any plans for the car that will need that much exhaust flow. So I am looking to trade for a GT take off and stock front half with adapter. (a little plug if anyone does live near by).
I will play the bad guy and say you probably won't need as much as you are planning right now. Though it will sound good, a set of UDP's would be a bigger bang for buck mod.

Best not to focus too much on hp, as hp under the curve, as the stock redline doesn't allow much hp production.

THe engine is intake restricted, not exhaust restricted.

All your big gains will take place on the intake side, focusing on the exhaust side will likely lose you hp, as you will move out of the available powerband.

You'd best think about the intended purpose before you decide to change the gears.

I know of a couple of people that are switching to 2.73 gears for MPG and to recover highway passing power.

If you're planning a street/strip car, then you may want to go to a numerically higher ratio. If you do a lot of highway driving, or street/track, it may be a bad idea, particularly if your track is a high speed track.

i did my 4.10's myself.... with a detroit locker.... it took a little work.... but saved alot of cash.... just remember you need a programmer if your doing gears.... if not it will mess up your tranny... Also i would not recommend putting the 4.10's in a standard (if thats what you got) unless you want to be shifting ALL the time

Tuner. When are you honestly going to go faster than 115 though?

Governor and redline are two different issues. You need a cam to make power at higher RPMS, and to take advantage of the cam, you need to free up the intake.

the crossover of torque/hp is at 5252RPM, If your redline is at 5400 RPM you're only making hp for 148 RPMs, so you need to look at horsepower under the torque curve, which means thinking more like a rally driver than a drag racer -until you change the breathing characteristics of the engine.

Tuner or dealer for the governor - cam for the redline.

Make sure your tires are up to spec, because they won't do it unless you have the correct tires for insurance purposes - and even then it may be a tough sell - but it should cost between 50-80 dollars.
