I would say if anything, on the highway, it may improve a little. I have an 01 V6 right now, but I used to have a 94 V6, both had/have cold-air kits, true dual exhaust, 17 inch wheels on stock GT size tires, both 5 speeds, and both were lowered. I was able to get 31 mpg out of my 94 on a strictly highway trip, and have knocked 31-33 mpg a few times on the highway with my 01.

Depends on how much you lower the car.

I have stock struts/shocks on my 01, and it's ok, but I do want to change them. The rear ones seem to work a little harder when you throw springs in. I would change them if you have the funds.
