If you go with a size that will give you better performance from the stop, yes, it will lower your top end speed. You have to determine what you want more from your Mustang; faster hole shots, or better highway speed and fuel efficiency.
A lot of city drivers prefer the smaller gears since most of their driving is from stoplight to stoplight and let's face it, our V6's can be real slugs out of the hole. But once opened up on the highway they move right along (or heck, once they get to about 30 LOL).
