If you have emissions testing, than you cannot cut off the rear cats. The rear O2's are located there as well. You could delete them, but then you run into the sound problem.
I have LT's on my '01 with straight through pipes and 2 mufflers that stop before the axles, and the only time it sounds good is when I'm pumping the nitrous through it at the track. Other than that, it can get raspy up top, but I don't care because I went with performance......
