Normal operating Temperature 1994 Mustang 3.8

I recently installed a sunpro temp gauge in my car due to my stock gauge acting funny. For the past couple of months its been a whopping 32 degreese here in KY so that in combination with my short trips the car hasnt got over 180. For the past week the temperature has been in the 60's I've noticed that the temp has been gettin all the way to 210 while city drving (stop signs, red lights) After I take off though it drops back down to about 190. My question is what is a good normal operating temp for my stang. I have a 195 thermostat I just replaced a couple of months ago. Is it possible that my fan is not kicking on. What temp does it kick on at.

My operating temp (with 180* t-stat) is 193*F in traffic 188-190*F at speed.
