muffler on mustang

Default muffler on mustang
on my 2002 stoack muffler, on the back end of it it looks like there is a hole, the size of a screw hole, is this a rust through or is this normal.

do the mufflers have a tendency to rust alot because my car only has 25000 miles on it and the rest of it isn't very rusty
