I'd do 'em all the way around, for the best braking feel.
But the fronts are most crucial.

I dont see the need for upgraded brakes when using the stock size tires. The brakes performed way better than the tires. When I do aggressive driving, its so easy to lock em up with stock size tires. However when I upgraded to 17"s using 255/40/17 I needed something better. Tires performed better than brakes. Slotted rotors and upgrade pads (like what a few people here said) has good effects.

Right, but if you could have modulated the brakes better, you wouldn't have locked them up.
2) the tires are crappy all seasons, so they're really easy to lock up anyway, It's not the tire size necessarily, it's the traction rating more than the size.
If you're running an R-compund, even at 15", you'll have more traction than a 17" all season.

The load bias is on the front brakes , so I would do those first then if it still is not good enough for you do the rear .

Make sure you get street pads. Racing pads take a lot of heat to warm up and operate correctly.
you want the brakes right now, not after a couple of laps around the course!
