don't know why you'd want to rev it so high. It's not a four cylinder/turbo.

There's plenty of torque, unless you're running drag radials.

It's going to depend on your tires, you need to balance slip with traction, you just need to slip enough to hook without 1) shredding your tires while going nowhere and 2) bogging the engine.

In most street tires 1800-2500 is enough.

I have the Ford Racing t-lock in mine, and we launched pretty, okay really hard at the track with no problems, then drove it another 1300+ miles home with no issues..... Our biggest problem was getting the rear end to hook up even with the stock gearing. Yep, street tires, but man was it fun......
