Question Starting problem for V6

Hi guys,
I own a 3.8 V6, Japanese spec Mustang. recently I have started facing starting probs. The car cranks well, but would not start. The batt is good.
I start the car like this then.
a) disconnect the negative lead,
b) then after turning the ignition key as of to the start position with the negative lead still disconnected
c) Then connect the negative lead back to the battery
d) Start the engine, it cranks off to start in one single turn.

Recently the idle rpm also shows amost 1800.

I took the car to the Ford dealer, they say its because of the crank position sensor, but not sure. They chrarged me $ 200, but say they need more 15 hrs to check and diagnose the problem, the cost would be approximately $ 60 per hour. ( $ 60 x 15 = $
I cannot afford so much money to just check and diagnose the problem. Is it such a big problem to be diagnosed?
Some guys, if can help will be a great.
I an residing in Dubai, in The United Arab Emirates.

I can't see how it would take 15 hours.
