I am going to purchase a procharger and I was wondering for a little extra horses should I get a different pulley that's more than 11 psi or go with water meth?

You could, but I would be more concerned about your bottom end holding together.......

The Procharger kit is made for stock bottom ends, if you go beyond that it could be costly. There is no saying how long it would last with the 11psi kit. It would depend on how safe you would want your tune......

Procharger? what kind and where are you getting it from? I know that laurelmountainmustang ppl have a direct bolt on kit for all mustang makes and models, check em out, I am seriously considering getting my 3.8 a supercharger. it's $3,000...I havn't decided yet, but good luck.
