Question 1983 Mustang Idleing is irregular

We have done a Tune up on the car along with rebuilding the Carberator. The Car fluxuates in Idle speed from 2 grand on down and back up again. We are not sure if its a vacuum problem or something else in the Carberator. Also the car will not idle on its own when the engine is cold, i have to hold down the gas peddle until the engine warms up than it will idle on its own.

What can be causing this issue?

I also would like to know if this car came with an Electric Choke or is it a heat type choke? Any information on the Orginal Carberator will be greatly appreciated, along with the Vacuum Layout.
