Yes, you need a ft-lb. torque wrench to install the bolt on the crank pulley. The GT is torqued to a set amount, then backed off a turn, retorqued to a lesser amount and then 90 degrees further rotation. I can't speak to the V6 requirement, but i would imagine that it is similar.
The correct way to do the angle of rotation is with a special angle torque adapter. You really don't need it.
Take a small piece of cardboard, put a hole in the center that your socket extension will slip through snugly. Make two lines on it 90 degrees apart (or whatever the degree you need is). When you go to use it for angle torque, put it on the extension and line up the first line (right hand one) with a bolt or some convenient spot. For degrees of rotation, tighten until the second mark lines up with your previous convenient spot. The cardboard rotates with your socket/extension. Done carefully, it is as accurate as any special tool.
