Default would this make full time posi or not?

Is a Trac lock limited slip gonna make it full time posi or not? i have ben told trac lock limited slip means it would be posi if i held the brakes and then pushed gas because the gears needed to build up power? If i bought this t lock on the link listed below. Would it be posi full time or just posi for a brake stand?

Did you rotate the calipers in before putting them pads back on? It sounds like they are binding. How were the pins? Did they move/spin freely?
