I had the fuel pressure checked and it stays at a constant 30 to 32 psi, even when the throttle is opened. It has a rough idle and stalls out sometimes, when started up it surges to 2000 rpm then dwindles down to 500 to 450. Could the fuel filter be the cause

Could be, but what is the fuel pressure with the vacuum hose removed? It sound more like a TPS or IAC problem. When was the last time the fuel filter was replaced?
