You have to bleed the system under vacuum. Yes, it's dumb, and no, I'm not kidding. The best way to do it is to do down and rent a vacuum pump (or buy it if you like to bleed brakes the easy way...). While you are out, get a rubber stopper that fits in the top of the power steering reservoir. Drill a hole in the stopper and stick some clear vinyl hose (a few ft of it) in it then silicon it in place. Once the silicon cures, draw a 15mmHg vacuum on it. With the wheels in the air (again) and the plugs out of the motor, crank on the starter for no more than 10s while cranking the wheel lock to lock. Do this about 10 times while maintaining the vacuum. It is best if prior to doing this, you drain the entire system and use fresh, unagitated, synthetic
tranny fluid.
That is the "proper" procedure according to all the PS gurus and rebuilders. Also, make sure you have atleast 1/8"in of PS pump shaft poking out of you risk wearing out the bearings prematurely due to improper side loads.
