sounds like a wheelspeed sensor has failed.
try turning off the traction control completely, and then see if you can accelerate.if you can, then the pcm is sensing wheelspin on one of the wheels, and cutting engine power to slow you down.
mix/matched tire sizes can have the same result, because different size tires spin at different speeds, and if the computer senses that 1 or more wheels are spinning faster than the rest, then it steps in and reduces engine power.
normally, if i have a car with a problem like this, then i hook up a scanner to the car and go drive it, and monitor each of the 4 wheelspeed sensors to see which one is reading out of whack. not sure how you would go about testing this yourself...
