At those speeds you're sort of in between gears, and the computer is trying to decide which shift pattern to use.
If you stomp 2x it will kick in, but it has to do with the economy program on the computer.
you can eliminate a lot of it with a programmer or chip.
Or from time to time you can disconnect the battery for a few minutes and to 5-6 0-60 runs in a row to get the computer to shift to a more aggressive pattern. Be sure to shut the key off after each run.
you'll still catch the computer being lazy from time to time, but that's the way to improve the response.
