Painting the wheels

Default Painting the wheels
My cousin sold me his rims, like the one posted in the picture below (for a fairly cheap price), and I want to have it painted in black. Any brand of paint you can suggest, and I would also want to ask if I still need to have the existing silver paint stripped. I'm a newbie in painting the wheels. Thanks!
