I run 18x10's and 18x9's, and they LOOK great (check out my profile gallery). You will lose some of the compliance in the ride (those low profile tires are stiff), and the front tires will tend to "follow" imperfect pavement more because the contact patch is a lot bigger. You will probably experience some minor rubbing in the front on the inner fender liners, too.
If this is a daily driver, consider sticking with 17's, with 17x10 or 10.5 on the back and 17x8.5 on the front. Tires and wheels are cheaper (you should check availability of good 18" tires in the sizes you are looking to use - there are a lot fewer choices in the wide rear sizes than the 17's, and they tend to be super-fast-wearing drag radials - I am allergic to buying new tires 3 times a year myself).

why does it rub. i see people with 20s on there mustangs all the time
20's on the 99-04's is pretty rare. No one in my Mustang club has done this. I know one guy with a Mach 1 who runs 20's on the front - 7" wide wheels, with about half an inch of spacers. AND he has removed his fender liners.
05's and up is different. More room, designed for 18's as base wheels.
WIDTH is at least as important as height, especially on the front, when it comes to clearance.
Offset (part of the wheel design spec that "offsets" the width of the wheel from the centerline to allow you to run wider wheels) is critical - which is why some 10" wheels fit just fine on the rear - while other 9.5" wheels will rub. Wheels DESIGNED to fit the 99-04 Mustangs are what you need to look for. Just matching the bolt pattern is the easy part.
There may be some 20" wheels that will fit the front, but I'd talk to the manufacturer before I trusted some mail-order situation.

I am happy with 18x10 295/35 and 18x9 265/35 offset on my car, for looks and handling. 17's usually allow more width out back like 305 and 315's....which look hot when your lowered...and a little better ride.
Yeah I run Saleen 18x8, 18x10. The one thing you need to know is what it costs to get tires to fit.
I run 295-35-R18 on the back, and 275-35-R18 on the front.
If you are wanting Y or Z rated tires... Y is good to 160 MPH on average, and Z is good up to 180, then you will be looking at nothing under $200 per tire.
Why would you want a 20" tire on your Mustang? The 18's look good with the right tires.....
I run 295/35 WR18 Firehawks (recommended tire for these cars by SVTOA, though I bought mine before they recommended them) on the back. Very happy with them so far. They used to run under $200, but I think that has changed with the time and price of oil, etc.
