2.3 swap questions

Hey guys long time lurker, first time posting. I’m going to be swapping a 2.3 into my 1969 Jeep Cj5 and had a couple questions. If this isn’t the place to post let me know!

1. After I bought the motor I noticed that 1 of the exhaust ports is cover in oil (previous owner said it smoked due to the turbo leaking and the pcv system not being big enough). There was all oil all throughout the charge tube, intercooler, and intake. What could be the cause of this?

2. What’s the best out of tank fuel pump and regulator to run?

The turbo leaking oil could cause that, tho I'd also be concerned about "blow by" from bad rings and/or pistons. The 2.3 is a good engine, but I have changed pistons out in a few of them over the years.
