Rear brakes are hanging up

Is there another adjustment nut somewere else other then on the back of the E brake handle. My brakes are squealing. I loosened the nut on the E brake, it stopped for a day then got tight again, squeal came back. It happens at low low speed or when turning.

Sounds to me like the cables are corroded on the inside and not completely releasing the tension.
