Just a Body Paint Question

My car is the silver metallic and undaer the driver side rear window their is a spot that appears to be fading. if you look at it from the front it's non existant but from the back looking forward it's a white kinda spot? and from the back that whole side looks kinda spotty but from the front looking back, normal. any ideas why this is and how to fix it.

Also, does anyone have a ballpark estimate for how much it would cost to paint the entire car?

Have you tried to buff and rewax it? Don't know if it will help but worth a try. It sounds like it may have been touched-up or repainted. Getting silver to match is very hard. As for a total repaint that can get expensive, I would say at least $2500 for a paint job.
