It sucks smacking your wheels on a curb, especially when it's fairly new. It happened to me yesterday. Right rear wheel hit an island that seemed unnecessarily long. Guess I miscalculated the length when I turned into the parking lot. I was sooo pissed. My wheels have a chrome stainless lip that seems to be removeable too. Don't know if something like this can be fixed. I heard that stainless steel is tough to work with.
I hope you're able to fix yours. Guess I'll just live with mine. What kind of Foose rims do you have anyway? Didn't know Foose wheels had replaceable lips.
