Can you clean headlights on 2000

Hello all,
Probably a stupid question but...
Our son's 2000 Mustang has headlights that are dulling. I bought a kit to polish the outside but the ( ifade?)l ooks like it is inside the light.
Looks like soap scum. Can I pull the bulb and wash inside? Not sure if the bulb twists out or ? What could I use if this is possible. Would a product like CLR help?

I'd just replace the headlights, that fade is not really removable.

hello stlwagon and 2Manystangs,
Thanks for the info. I have been sinking quite a bit into our 70 Mach 1
and was looking for a cheap way out.
I did also put sequentials in our 08. They were from American Muscle and
a real nice product. I like their products and will use again.
