I think what he is missing is the Vortech and such superchargers have not only pulley ratio to spin them faster than the Engine, but also internal gearing.
I think it could work, and I agree with a statememnt on the site that a pneumatic clutch would probably be best for engagement/diesngagement.
I think the on/off RPM would have to be taylored to each individual Engine and Turbo Combination. Though, its an interesting read. The RX-7 used a sequential Turbo System on their Twin Turbo... one fed the other.
