Question on Paint Care

I recently have been lucky enough to park my girl in a garage. However, previously, my girl ws parked outside with a custom car cover over her. Today while I was washing and waxing her, I noticed that all of the edges/creases, especially on the hood, have been dulled down. I have been told it is more likely than not from the wind blowing th car cover. Short of repainting the car (hood in particular), is there a way to fix the dull edges of the paint? Will a clay bar or some kind of polish or rubbing compound or such bring back the shine to the dull edges?
