2005 Mustang V6 steering problem

Over the last few months, the steering was tight, difficult to turn as if it were manual steering. I had the power steering pump replaced and it was still doing the same thing....no improvement. when turning left or right it will feel smooth, then catch where you have to forcefully turn the wheel back.
I took it in again, and they said that it was the rack and pinion. So, I had that replaced along with new outer tie rod ends (that didn't come with the rack and pinion). I then had the front end aligned as I was told to do. I can now see a slight, very slight improvement.
What else could be wrong?

You've replaced the obvious, and spent serious coin in the process. My next guess would be the steering column..

Check it for binding. Make sure there is nothing contacting the steering column (especially headers).

Steering column. So sorry you had to waste all that money on your steering system. That's bad luck.
