2006 V6 Convertible seat belt locked fully retracted

Just checked and the earlier threads have been closed. Also they related more to earlier models. I own both a coupe and this convertible.
I stopped on the way home, when I got back in the seat belt, which had been very slow retracting since I got this car, would not release.
Note this is Alaska but its sunny today. I drop the roof remove the style bar, just incase it has locked it. No, so remove rear seat and driver side plastic, speaker and check for obstructions. No again.
Unbolted the mechanism, interesting electrical connection Ford! Be very careful the yellow part can be gently removed, it clips front and both sides. Then there are 2 wires that feed at 90 degrees into 2 holes, catch the insulators that fall out (good thing snow is white!) Black stripe goes forward.
So now all available slack has been retracted and it will not release!
Ford indicate you do not want to play with the internals, although there are small torx screws.
So as of now it appears that I am going to be out for replacement. Any one ever try to fix one?
