A/C Not Working

My son went out to his Mustang this afternoon and the floors were soaked with water. We recently had a bunch of rain and he hasn't driven it in about 3 days. Anyway, we figured out that the water runoff drains were clogged (under the wipers) so we cleaned the drains and replaced the soaked cabin air filter. When he went to crank the car, he realized the A/C wont come on. The power lights come on inside the car when I hit the A/C power button, but there isn't any air or fans turning on. Has anyone ever had this problem before? What was the fix?

If the inside fan isn't functioning on any setting from low to high I would replace the blower motor resistor. Not a difficult task to do
