Vibration at 10-15mph

I had Koni STR.T shocks and struts installed 3 weeks ago and have been noticing a vibration at around 10-15mph, not higher or lower. It happens when starting and slowing with or without the brakes applied and in neutral or drive. It is not a shimmy or pulsing and not transferred through the steering wheel but more of a friction type of feel. I don't know if it is attributable to the suspension but that was the most recent change to the car. I have around 43K miles so I can't imagine it is the wheel bearings.

I also had 3.73 installed a few months ago but as best as I can tell, it is from the front end.

Could this just be normal NVH with stiffer suspension? Any other ideas?

I think it is a slightly warped rotor. I lifted the car and spun the wheel. I can hear a light scrape at 2 points in the rotation. I suspect it is being amplified when all the weight is on the wheel. I will see if it is fixable otherwise will get Roush GT takeoffs
