Just because they are at a dealership does not make them infallible. All you gotta do is look at the belt and if it is either glazed, cracked or sitting too low in the groozes it needs replacing. As for the ball joints, unless you are not gonna guarantee the car passes safety when you sell it, then changing the ball joints is at your discretion. They are not cheap and I'd say he's in a realistic price range for the repairs, I'd even say he is gonna be a fair bit cheaper than either the dealership or any large repair shop. Don't go by what the US guys say it should cost, 99% of them have no idea how stupidly expensive parts and repairs are in Canada.
