You might also try getting a screw driver between what's left of the oil filter and the threads of the housing then trying breaking the filter. You might be able to peel it off then.

This is the best way to destroy the oil filter mount. Either get a pair of supersize channel locks on it or use a chisel properly and try to spin it that way. The problem is that the o-ring is basically glued to the housing causing it to stick like it was epoxied down. No easy way to get this done other than careful work.
